Study On Economic Mechanism Of Cultivated Land Preservation Of Jiangxi Province

Farmland is not only the foundation of human survival and development, but also the economic development the main base, which related to national food security and social stability of the important resource. Since reforming and opening, our country implement the strictest arable land protection system, but the effect is not significant. Because of farmland provide a large, strong externality unproductive function to the public, through the construction of economic compensation mechanism of cultivated land protection, to realize the strategic target of cultivated land protection in China, has been in the academic circles and the practice formed a basic consensus, it is generally believed that economic compensation of cultivated land protection is not only to solve farmland utilization and protection of externality policy choice and basic approach, also be the protection of arable land, control the scale of construction land in important ways and means.This study adopts the methods such as CVM, from2007June to2008February to begin in Jiangxi" public farmland protection consciousness " special research income survey data based on cultivated land protection. public willingness to pay and the influence factors quantitative analysis. The main contents of this paper include since reform and opening up of Jiangxi province farmland amount and quality change of cultivated land protection in Jiangxi Province, analyzes the problems in application of the externality theory, and the theory of quasi public goods theory, from the land unproductive function and strong economic externality, discusses the economic compensation mechanism of cultivated land protection construction external demand. From the farmland productive function and social sharing of quantitative analysis, combining with the construction of harmonious society demands, the economic compensation of cultivated land protection starting point, target, principle of subject and object, compensation, compensation amount determination, compensation methods and ways to design economic compensation of cultivated land protection mechanism, and puts forward the corresponding the supporting system construction.Research shows, farmland resource includes not only economic output function, but also for the community to provide a wealth of non production function; construction of economic compensation mechanism of cultivated land protection can solve the problem of cultivated land protection in Jiangxi Province in the presence of the agricultural production efficiency is low and the farmland of expected benefit is not stable, shaking the farmer farmland protection enthusiasm, collective ownership of land the main body of the fuzzy, empty changed village collective organization on cultivated land protection obligations and other issues; should be established as soon as possible active conduct propaganda, strengthen the public awareness of cultivated land protection policy:to increase strength, increase agricultural production efficiency:to perfect land to use overall planning and implementation, normative behavior that ask for the ground, Jiangxi Province Economic Compensation Mechanism of cultivated land protection countermeasure.
