The New Rural Social Endowment Insurance Policy Implementation Case Studies Of Hekou District Of Dongying City

Implementing the new rural social endowment insurance policy and perfecting the social insurance system in rural districts is an important sign of the rural economic development and social progress, and it has great significance for narrowing the gap between urban and rural, co-ordination both development and strengthen social stability. Therefore, analyzing the situation of policy pilot and founding the problems encountered in the implementation process, plays a very important and practical role in the new rural social pension insurance policy implementation and research.In November2009, Hekou District, was identified as the new rural social endowment insurance pilot district, is one of19pilot districts of Shandong Province, and is the only one in Dongying City. Hekou attaches great importance to the work of implementing the new rural social endowment insurance, from police formulation, publicity and guidance, government subsidies, to handling and management. On police formulation, it focus on scientific; on government subsidies, funds are guaranteed; on handling and management, it sounds system and services in place; on publicity and guidance, there are various forms which are effective, and also has made some achievements. However, in the implementation process, there are also some problems, such as narrow coverage, low awareness of farmers participate in the insurance and renewal, and weak increasing the value of the fund, lack high-quality professionals, difficulty in convergence with other policies. Based on the analysis of these issues, we will propose a solution to the new rural social pension insurance in the future implementation of the policy. At the same time, we will analyze and research the implementation of the the new rural social endowment insurance policy in Hekou District, propose feasible measures, problems and suggestions, and provides a reference model from the practical level for the new rural social pension insurance policies. This is both a small supplement of the rural social endowment insurance, but also looking forward to providing some reference for the Hekou District in Dongying City and other districts.
