Under the background of giving priority to the development of public transport at the national,provincial and municipal levels,the interconnection & integration of urban and rural public transport has become a general trend.With the continuous development of urbanization and the advancement of urban-rural integration in China,the flow of people and logistics gradually break the geographical restrictions,accelerate the flow between cities and rural areas,and have closer relations with each other.The further acceleration of urban-rural integration and the policy background of narrowing the gap of basic public services between urban and rural areas have put forward renewal requirements for the reform of urban-rural transport mode,and also brought realistic demands for the development of urban-rural public transport integration.On the one hand,the integration can eliminate the disadvantages and shortcomings of the traditional rural passenger transport lines,such as non-standard operation,high cost,long interval,poor flexibility etc.,on the other hand,compared with private vehicle operation,it is completely legal,compliant,safe,energy-saving and efficient.The integration meets the needs of residents for low-cost green travel,speeds up the development of regional economy,optimizes the way of resource allocation,and makes rural residents more convenient to enjoy the basic public service level equal to that of cities.It can be said that the integration is not only a manifestation,but also a means of promoting the urban-rural integration.Therefore,whether from the perspective of promoting urban-rural integration or optimizing the supply of public services,the study of urban-rural public transport integration has important theoretical and practical significance.This paper mainly chooses Hekou District of Dongying City as the research area,combines the national background and local regional reality,analyses the operation status,existing problems and reasons of urban-rural public transport integration,and puts forward countermeasures and suggestions for optimization.The article is divided into five parts.The first part is the introduction,which explains the background and significance of the study,summarizes the relevant research status at home and abroad,and expounds the research methods of the paper.The second part introduces the concepts of urban-rural public transport and theintegration,explains the definition,connotation,characteristics and development goals.The theoretical basis includes new public service theory,public goods theory and externality theory,which lays a theoretical foundation for the study.The third part analyses the development status of urban-rural public transport integration in Hekou District,introduces the geographical location,population and economic development,infrastructure construction,overviews the necessity and introduces the operation practice and effect of public transport integration from the aspects of policy planning and design,participants and responsibilities.In the fourth part,the problems and reasons are analyzed from the elements,such as the lag of road infrastructure construction,the lack of passenger terminal construction,the imperfection of line network layout,and the inability of service network to meet the needs of the masses etc.The reasons include: the imperfect overall planning,lack of support subsidy,inadequate on supervision and management and the inappropriate management mechanism.The fifth part puts forward the countermeasures and suggestions to optimize the integration of urban and rural public transport,combining with the functions of the government,such as strengthening the functions of overall planning and design of the government,implementing the guiding strategy of infrastructure,strengthening government supervision,increasing financial support and reforming the governance mechanism of urban and rural public transport operation etc.The interconnection of urban and rural public transport forms,that is,to achieve regional integration of urban and rural public transport,requires a unified operation subject,unified planning and design,unified and standardized construction of public transport hubs and stations,appropriate government support policies,rational network layout,and the active operation of public transport enterprises and public support and participation,which can be said to be a systematic,unified and coordinated system.Through full-text analysis and discussion,combined with the functions of the government,the paper starts from the structural elements of public transport integration to solve the problems existing in the process of promotion and better realize the steady progress and smooth realization of urban-rural public transport integration.
