Intensive Use Of Resource-based Industrial City Construction Land In Xinjiang

Land resource is the foundation of Chinese social economy development. On Aug23,2011, President Hu Jintao hosted the Group Learning Session on Chinese Land Management Policy. He emphasized that to deploy the strategy of saving land; we need to make sure the idea of saving construction land, especially the cultivated land is consolidated. In this way, we can push more sound economic growth by utilizing less land resources; we can make sure society, economy and ecology are in consistency and coordinated, which will at the same time, improve the land utilization efficiency. Good planning, industry layout optimizing will speed up regional economy. Land is safeguard for social economy development. Land utilization should focus on combining short term and long term interest, so we can build China a resource conserving, environmental friendly new society. Therefore, during the process of industrialization and urbanization, it is critical to put in place the policy of making best use of land, saving land usage.The purpose of the this paper is to explore a effective way to saving construction land in industrial intensive cities by searching on and analyzing the current land utilization status in Karamay, a natural resource intensive city.The research methodology adopted is to conduct mecro impact assessment by using principal component analysis, micro impact assessment to Karamay Industril Area by using the goal score and expert scoring method.This research covers statement on the research background and significance, comprehensive description on land utilization status in cities both nationwide and worldwide and relevant theory on summarizing intensive land usage. Based on the current land utilization status analysis to Karamay of Xinjiang Province, and by combining quantitative and qualitative analysis method, a macro assessment index system is generated on Karamay’s construction land intensive utilization. Besides, the research also builds Karamay Petroleum Industry Area land intensive utilization impact index system from exosystem level, and conducts assessment as well.The conclusion drawn from this paper is Karamay, generally is doing well in intensively utilizing construction land, but since the new petroleum industry area is very young, deficiencies still could be detected on land usage level, land output effect, fixed assets investment intensity, compensated land use and etc. within the industry area.
