The A unit is a engaged in software industry institution, after years of development have a certain influence in the software industry. In recent years, with the rapid development of software industry, as well as the institution reform tide, institutions of traditional personnel management system has been difficult to meet the current needs, The A unit also appeared a large number of the loss of staff, work efficiency is not advanced, how to develop a more humane management system, improving the unit’s core competitiveness is the problem of A unit.This article first introduced the A unit’s basic situation, the industry background, development trend, strategy and other aspects of the analysis, especially the A unit currently facing economic crisis and the reform of institutions double challenge, this also means that A unit must be in the poor economic situation, as soon as possible to find a suitable commercialize road, but for the software industry, the foundation is to ensure the stability of personnel structure and the core technology, the accumulation of resources, so that the unit has the core competitiveness.Secondly, this paper introduces the basic situation of A units of human resources, and the analysis of human resources management in the presenting features, most of them are very young knowledge employee, energetic, have the ideal, the work environment requirements are very high, and the traditional management system of institutions, apparently unable to meet the need of employee, this also makes the unit appeared severe loss of core staff.According to A units in the human resources management in the existing problems, in order to find out the cause of these problems specific reasons, the author consulted many concerning human resources management related books, think A unit is the main problem of no reasonable formulation and implementation of employee incentive system. Therefore, I hope that through the questionnaire form, first of all to find A unit staff for all the above factors level of importance and satisfaction, on this basis, combined with Maslow’s theory of hierarchy of needs, Hertz Berg double factor drive theory, for the A unit of human resource management system are analyzed, and gives suggestions for improvement. Based on the incentive theory the main basis for the A unit, the typical high-tech industry and institutions, on how to properly motivate knowledge workers and management are analyzed, in the A unit of human resource management system in the formulation and implementation of some specific suggestions are given.
