It is better to strengthen the development of civil aircraft industry so that the national economic and defence security can be protected.The rapid development of China civil aviation transport industry will bring a huge market for civil aircraft industry. The regional aviation and the link aviation constitute the civil aviation transportation system, but the regional aviation in China lags behind and needs rapid devolopment. Turboprop aircraft is the main aircraft of the regional aviation, mainly in the flight of800km between the middle and the small cities. The international oil price will obviously be rise continuously, and turboprop regional aircraft with its low oil consumption will have more development space in the future. The development of the series of modern ark turboprop aircraft is the important measure for China to participate in the international civil aviation market competition,develop the civil aviation,and the study on the core competitiveness of modern ark700project is important and meaningful.It uses literature method,case study method,investigation interview and chart review.Firstly, it recalls the theory of the competitiveness, the brand and the project management,and then analyzes the development of XAC modern ark series aircraft and the history of the world three generation regional aircraft. Secondly,with the "Five Forces Model" and SWOT method, it analyses the environment of XAC modern ark700, and concludes that the market space is larger, the opportunities outweigh the challenges, and the advantages outweigh the disadvantages.Thirdly,with the case study method, it sums up some kinds of the world typical aircraft development,and points out the main elements of core competence of civil aircraft project, and lists the four core competitiveness factors which modern ark700needs to cultivate:high quality and inexpensive, easier to grasp China regional market demand, the advantage of the combination of military and civilian manufacturing system,and the brand image of the crediblity and reliablilty.Finally,it puts forward the main cultivating tactics,the execution measures and matters needing attention.The main contribution and innovation of this paper are three:it points out the core competitiveness factors of the civil aircraft project,and does a systematic review of the development of the regional aircraft market and status quo; it does a more comprehensive analysis of the modern ark700development environment and the core competitiveness factors need to nurture, and proposes feasible measures of cultivation; the analysis method and conclusions can be a reference for the other domestic aircraft project such as C919, ARJ21and Y12F in the cultivation process of the core competitiveness.
