In this21century, Enterprises are facing increasing pressure,how to improve the Competitiveness has become a key point in the survival and development of the enterprises.Practice has proved that an enterprise that want to establish itself in the competition,they must insist on Innovation. LCZW, as a state-owned information enterprise insisting on Innovation,how to effectively inspire the R&D personnel who worked as the Innovation subject has been a very important aspect in the enterprise development strategy.At first,this article carries out summary and analysis in the theoretical overview section,including the current status of performance assessment, historical evolution, the research by domestic and foreign scholars on the status of performance appraisal and the comparation between the characteristics of performance assessment in our country and western research.On the basis of research achievement of performance assessment by domestic and foreign scholars,we describe and analyse the classical performance assessment of LCZW,which consists of the company’s appraisal system,development of assessment indicators,distribution of weight and other traditional performance assessment system.Secondly,the indicators design of LCZW the research and development staff performance assessment are paid more attention, LCZW the research and development staff performance assessment are analysed and studied from the following five aspects:reference of performance assessment based on balanced scorecard model,performance statistics based on configuration management system,task assignment based on the demand for design, performance based on guidance heritage and the design of performance scoring weights based on positions.The formulation of the performance assessment index system design not only improves the work activity of the research and development personnel but also greatly improves the development efficiency,in other words,indirectly improve the benefit of the company.In the fifth section of this artical,the safeguards,status and future effect of the performance assessment implications are analysed from different views and aspects. At last we make a summary and point out the questions which should be further researched and solved on the basis of this study.The desigh of this system which combines the characteristics of R&D personnel,conducted the relative check settings flexibly,allowing the practical utility of this design.This system also makes statistic analysis more easier becau se it highlights the working character of R&D personnel. The purpose of disigning it is to provide methods and instructions for the performance check of the modern enterprises’R&D personnel.It resolves the problem-the work product of most research staff from the IT enterprise is hard to check. And it also provides some reference for the performance check’s optimizing from the enterprise of the same kind.
