Research On The Performance Assessment System Of JSXH Petrochemical CO.Ltd

In China, the Government-Owned-Petrochemical enterprises are at monopoly position in petrochemical industry, and there are few private enterprises can survive. JSXH petrochemical CO.Ltd is one of the private petrochemical enterprises that survive from the competition with CNPC and Sinopec. As the cost of international raw petroleum and the human cost at home is increasing, the efficiency of operation is becoming a more and more important key factor in company development. How to improve the efficiency of operation, is a fatal problem that the managers of JSXH petrochemical CO.Ltd have to face, and building a efficiency performance assessment system is the main solutionAs the development of the performance management, the performance assessment is becoming a strategic management tool. This paper will introduce the development history, method and principle of performance assessment, and then analyze the problems that exist in practice of performance management of JSXH petrochemical CO.Ltd, and then, design the performance assessment of JSXH petrochemical CO.Ltd from the functional departments, workshops and stuffs point of view.This paper uses management process control, monthly task completion, professional management and the other dimensions to measure the performance of the functional departments of JSXH petrochemical CO.Ltd, and assess the performance of workshops from the comprehensive index, economic responsibility, professional management and the other dimensions. In order to measure the performance of stuff of JSXH petrochemical CO.Ltd, this paper will combine the difference of workshops and functional departments, and design two sets of performance assessment system.In order to test the effectiveness of the performance assessment system, this paper uses the newest data of JSXH petrochemical CO.Ltd, to do empirical research. The empirical research results indicate that the performance assessment system designed in this article can obviously distinguish the difference between the functional departments and workshops' performance.
