Consequently, by doing systemic and general appraisal and analysis research on the scientific and technological strength of Hebei province, finding out the advantage and deficiency are of realistic significance in order to put forward the scientific and technological development strategy correctly; to confirme the goal, direction, task and focal point of regional scientific and technological development, to promote the essential change of the economic system and the economic increasing type and to realize the strategic goal of "scientific education boost Hebei province prosperous".Firstly, this text studied the domestic and overseas appraisal theory of the scientific and technological strength, and based on that, the meaning of the scientific and technological strength and its influencing factors are decided by deeply analyzing. Secondly, the regional scientific and technological strength evaluation index system including 4 modules, 8 factors and 24 index is constructed according to the meaning and its influencing factors as well as appraisal principle of the scientific and technological strength. Thirdly, this text based on appraisal purpose, task, and appraisal object trait of the scientific and technological strength, confirmed its appraisal process and content, and decided the appraisal method of the scientific and technological strength, that is. deciding the index weight by using Delphi method, to make questionnaire collect datum from relational expert, then combining with Analytic Hierarchy Process method, giving the no-unit statement for the regional scientific and technological strength evaluation index by using the improved efficacy coefficient method, and appraising by adopting the linear comprehensive appraisal method. Fourthly, based on the appraisal method of the scientific and technological strength, according to related datum and using the Statistical Package for Social Economic SPSS 11.0, giving the appraisal, and analysis research to the scientific and technological strength of Hebei province based on the measured result after the scientific and technological strength level of 31 pieces of provinces, cities and regions in our country from the year 2000 to 2005 are measured, the analysis involving the general instance, each modules instance and each aspects discrepancy instance of the scientific and technological strength of Hebei province, based on that the text pointed out the advantage and inferior position of scientific and technological strength of Hebei province.
