With the development of China’s socialist market economy and national financial reform,the reform of China’s financial system has achieved remarkable success, focus on fiscalrelation between central and local government reform. Reform of local finance is both animportant goal of China’s socialist market economic reforms; therefore, the fiscal expenditurestructure of the optimization problem is particularly important.In order to meet the social and economic development needs and respond to the call of thereform of the national financial system as a local fiscal representative of the Matsubara Cityof its existing financial system reform, and have achieved certain effects. However, with thefurther improvement of China’s market economy, public finance system building processgradually accelerate the Matsubara fiscal expenditure policy and expenditure structure to theemergence of new problems. For these reasons, the current structure of fiscal expenditureoptimization problems, and contribute to the establishment of standardized financial system,financial allocation for further finishing off, and improve government functions, andstrengthen macro-control, promote and upgrade the industrial structure and the rationalallocation of resources to promote economic growth aspects have a positive effect.
