The realization of the organization’s strategy and objectives depends on a variety ofresources and their cooperation. Human resources are the core resource of all the organizationand society, which is the first strategic resource. It is resource used to realize other resource’svalue and that use other resource to create fortune even all of the other resources. Withouthuman resources, the enterprise can’t operate, let alone realize any value creation. This showsthat human resources management are the premise, base and guarantee of the existence anddevelopment of the enterprise. With the economic globalization and the world stepping intoknowledge economic era, the core of market competition will turn to the competition of eliteand the level and strategy of human resources. If an enterprise wants to win the fierce marketcompetition or maintain the competitive advantage, it has to keep an open eye forenvironment and put the human resources management on a dominant strategic position, andplan reasonably the enterprise’s human resources management. It has to provide powerfulsupport for the realization of the enterprise’s strategic objectives.HY designing institutes are affiliated directly with a whole-invest state owned enterpriseGuangdong transportation group which are in a key developing period after a few times’change. According to strategic requirement of the twelfth five year plan of Guangdongtransportation group, because the primary business of the institutes has little relevance withthe primary business of the group company, and the institutes are belong to the totalcompetition enterprise, so that it’s listed into reform exit. In this context and face the fiercemarket competition environment, Obtaining and keeping competitive staff is increasinglycritical in ensuring sustained and healthy development of the enterprise. As a result, how toface the challenge of the environment, adjust the human resources strategy timely, integratethe existing human resources, think ahead about the future human resources strategy of theenterprise, make the human resources strategy serve the development of the enterprise, toreduce the uncertainty of future, decrease the negative influence of the dynamic environment,has important realistic meaning.This thesis briefly describes the development, strategies and the difficulties that haveoccurred in the course of realizing the development strategic objectives, analyzes the internaland external environment of the human resources management of the enterprise, the statusquo of the human resources strategy and planning, the existing structure and qualities of thehuman resources, and use a combination of human resources strategic management theories,brings forward improvement measures and solution, and suggestion of the human resources strategic and planning for the next three years, to support the realization of the enterprise’sdevelopment strategy.
