With the rapid development of economic globalization as well as science and technology,the modern logistics industry, which is considered as “the third profit source”, becomes moreand more important in the national economy. And the port has played a more and moreobvious pivotal role in the transportation network system. How to provide a full range of highvalue-added services, develop modern port logistics, and strengthen core competence of portlogistics enterprises strategically is of great significance to the future development of ports.The port cluster in Pearl River Delta is one of the most intensively distributed andfiercely competitive port clusters in China after years of development and promotion. Amongthem, as one of important components of Guangzhou port, Xinsha port is an integrated dockof largest scale and highest modernization in Guangzhou port whose development andenhancement of competence will play a certain important role to the development ofGuangzhou port. In order to satisfy the growing logistics demand of the clients and maintainthe superiority status of Xinsha port among the competitive port cluster in Pearl River Delta,how to enhance the competence of Xinsha port among the competitive port cluster in PearlRiver Delta is an issue worthy of deep thinking in front of us.In this sense, the paper based on the concept of port competence and its influencingfactors, studies competence status of main ports of port cluster in Pearl River Delta such asGuangzhou port, Shenzhen port, Humen port, Hongkong port and Zhuhai port, and furtherstudies current situations in Xinsha port. Then on the basis of fuzzy comprehensive evaluation,combining practical situations in port operation, referring other evaluation methods, this paperestablishes relatively reasonable evaluation method, sets up relatively perfect evaluation indexsystem to evaluate competence of Xinsha port, and studies competence of Xinsha port inPearl River Delta port cluster to comprehensively evaluate competence of Xinsha port inPearl River Delta port cluster. Last, the paper based on the analyses of competence of Xinshaport, repositions the development strategy of Xinsha port and implement countermeasureresearches on enhancement of competence of Xinsha portIn a word, the paper aims to study competence of Xinsha port in Pearl River Delta portcluster with combination of qualitative and quantitative methods, which is of certain practicalsignificance to the future development of Xinsha port.
