Research and practice at home and abroad has shown that, regional development and resource use, and human transformation of nature should be maintained within environment carrying capacity. Especially with the growth of China macroeconomic aggregates, how to deal with resource conflicts of development and environmental is becoming more and more important. Sustainable development is the key to resolve resource conflicts of development and environmental. Development of sustainability is efficiency or high efficiency relative to the development of environmental costs. Choosing to create a low carbon economy is achieve more economic output and create higher living standards and better life quality through less natural resources consumption and environmental pollution. It has important significance to achieve economic and social sustainable development. China has established five provinces and eight cities as low-carbon pilot cities, e.g. Shanghai, Baoding. The demonstration effect of low-carbon is more apparent. So, it has great significance to research effective evaluation of low-carbon city and construction Scientific and rational low-carbon indicators.This paper builds a low-carbon city evaluation index system based on indicators of sustainable development and low-carbon meaning, and conducts an empirical analysis. First, it proposes contents framework based on background and significance analysis and current situation low-carbon urban development research analysis and summarizes. Second, analyze the low-carbon sustainable development indicator system and domestic and foreign research and status and characteristic of low-carbon city development. Thirdly, builds sustainable low-carbon-based evaluation system, including low-carbon economy, low-carbon society, low-carbon environment and low-carbon mechanisms. Then, introduces triangular fuzzy AHP and coordination degree model, builds a triangular fuzzy hierarchical coordination degree model for evaluation of low-carbon city. Finally, take Shanghai as an example, application triangular fuzzy hierarchical coordination degree model for empirical analysis. The result shows that Shanghai degree of low-carbon urban development coordination is reasonable, and makes low-carbon urban construction recommendations. The paper research based on evaluation of sustainable low-carbon city development index system and methods provide a scientific evaluation and further decision-making criteria for low-carbon city. It has important theoretical value and practical significance.
