China’s total land area is ranked third in the world, but because of the complex geology and the large number of population, the availability of land resources is relatively scarcity. The basic characteristics of the land resource can be summarized as "one more and three less,""one more" is the total land area is large:"three less" are less of land per capita, high-quality arable land and back-up resources can be developed, there are obvious contradictions between land and the people. Along with the country’s economic development continues to accelerate and the rapid expansion of population size, aspects of national construction which include industry, water conservancy, transportation, agriculture and tourism make a growing demand for land. In this case, the original contradiction between people and the land are more obvious:sharply drop of the cultivated land area, the deteriorating ecological environment, the contradictions between land and population, economy, management are increasingly acute. As systematic selection of decision-making tools of land use status, goals and action plans and policy tools of distributing the scarcity land resources and public goods, the science and authority of the land use general planning has been repeatedly challenged. As a management tool or incentive system, the value of land use general planning whether is realized or not, and the level of realization is always a problem for social concern and continuous improvement.In this context, on the basis of studying the meaning and theory of performance and land use general planning to the implementation of the performance evaluation of the meaning and theoretical basis, the paper introduces the "4E" concept—economy, efficiency, effectiveness and equity which the government used to evaluate the level of organization performance, and establishes the performance evaluation index system of land use planning by the revelation of "4E".On this basis, using Fuzzy Comprehensive Evaluation Method and Analytical Hierarchy Process Method to make a scientific evaluation on the last round planning of Chengdu(1997—2006). This paper is divided into six parts, the first part introduces the research background and significance, the research progress both at home and abroad of land use general planning implementation performance evaluation, as well as the research purpose, ideas, main content, research methods and technology roadmap; the second part defines the related concepts and establish the theoretical foundation; the third part analyzes the status quo of last round planning implementation of Chengdu; the fourth part takes full advantage of the connotation of "4E" and research methods to determine the index system of land use general planning implementation performance, then makes multi-level fuzzy comprehensive evaluation on the last round planning and analyses the evaluation results; the fifth part analyzes the problems of last round planning implementation of Chengdu; the sixth part gives the summary and policy recommendations for the evaluation results.Through research, this paper reached the following conclusions:the implementation performance of the last round land use general planning of Chengdu is good, the indicators of economy, efficiency and effectiveness have achieved good results, but the implementation of the equity is not so good. The planning obtains good economic, social and ecological benefits, but there is also the problems of part of the land use planning target allocation are not reasonable. The equity of the policy of planning implementation and the allocation of land use benefits or services in social groups has yet to be improved. Based on this, the paper proposes policy recommendations of enhance the flexibility of planning, highlights the equity of the planning, strengthen the dynamic of the planning management and enhance the coordination with other plans.
