Research Oin The Problems And Countermeasures Of Affordable Housing Distribution System In China

Since the reform and opening up,China's housing construction gradually tend to market,housing industry has entered a stage of rapid development,urban residents living conditions have been greatly improved.However,in recent years,housing prices continued to rise,the low-income class into a difficult housing difficulties,properly solve the low-income housing problems,related to social harmony and stability and long-term development of our country.In order to properly solve this problem,China has launched a key construction of affordable housing projects.Due to the particularity of affordable housing,fair and reasonable distribution,is the guarantee of housing to achieve the desired social effect of the key.Although China's affordable housing in the distribution system has been coming to be perfect,but in the practice there are still has the phenomenon of unfair distribution,such as part of the presiding distribution of the black box operation,the purchase of cheating fraud.which resulting in some of the affordable housing is not implement to those people which really need it.And due to the fundamental nature of these problems,its difficult to improved in a short time.If we can not properly solve the housing distribution problem in this kind environment,it will intersify new social contradictions.Therefore,how to properly solve the distribution problems become to the most important.This paper starts from the particularity of affordable housing project in China,use the distribution system as the main line,to analysis of domestic and foreign research results in the housing security.On the basis of theoretical analysis,this paper focuses on the existing problems in the allocation of affordable housing and public rental housing,and puts forward some reasonable suggestions and countermeasures to those problems.This paper analyzes the allocation system of affordable housing in China from the problem to the countermeasure.The whole paper is divided into five parts:The first part describes the theory of the affordable housing distribution in China.It is based on the human rights theory and fair distribution theory,and focusing on the definition of affordable housing and its characteristics.On this basis,the paper discusses the connotation of the affordable housing and public rental housing distribution policy.The second part discusses the present situation and problems of affordable housing distribution system in China.This part analyzes the existing problems in the access mechanism,supercision mechanism and exit mechanism of the affordable housing distribution in China.There are mainly problems such as low level of legislation,low supervision and small disciplinary action.The third part analyzes the causes of the fair distribution of affordable housing in China.This part analyzes the reason of the problems in the affordable housing distribution from the legislative level,the legal level and the policy level,it lays basis for improvement of affordable housing distribution system.The fourth part is the experience and enlightenment of the foreign affordable housing allocation system.This part is mainly from the United States,Japan and Singapore mature distribution system to study their advanced experience in improving national affordable housing distribution system,combined with China's actual conditions,make up the defects existing in our country's affordable housing distribution system.The fifth part is about the improvement of affordable housing distribution system in China.This part mainly according to the analysis above,on the basis of the distribution of housing security areas of advanced experience at home and abroad,combined with the existing distribution in our country in the field of chaos,we put forward some reasonable suggestions.Strive to establish a set of perfect affordable housing allocation mechanism in China.
