In the technological innovation activity, high-tech industry has been the most active industry in the recent era of knowledge-based economy, and it has been the important leading industry which can promote a country’s economic growth. The high-tech industry is the main innovation, which uses the technological innovation to promote the development of high-tech industry and even to lead the development of the national economy. With the development of reform and opening-up in China, the contribution of high-tech industry to China’s economy is rising continually. The overall scale of China’s high-tech industry grows rapidly in recent years. The gross output value of this industry reached7.4709trillion yuan in2010, and the export delivery value reached3.7002trillion yuan in2010. The high-tech industry has become one of the main driving forces of economic growth and exporting growth in China. While the rapid growth of the overall scale in the China’s high-tech industry, the inadequate technological innovation extensive mode of growth leads to a series of shortcomings. So, it is very necessary to research on the technological innovation efficiency.In the above background, this paper researches on the development of China’s high-tech industry based on the perspective of technological innovation, which can help us better understand and grasp the essence of the innovation activity. Studying the efficiency of technological innovation comprehensively from the use of the initial investment in the technology innovation resources to the final output, will be conducive to a better understanding of the innovation process and provide the theoretical support to enhance the efficiency of the high-tech industrial technology innovation.In this paper, the process of technological innovation of China’s high-tech industry is divided into two stages:the technology development stage and technology transformation stage. This division is closer to the actual situation and is more conducive to find the inefficient link. In addition, when studying the efficiency of technological innovation, the paper takes into account the five major industries within the region, which is easier to comprehensively identify the possible inefficient reasons. In this paper, using associated chain-shaped Network DEA model with two stages and associated parallel-shaped Network DEA model with5subsystems, respectively estimates the technological innovation efficiency from the perspective of industries and regions.This paper is divided into six parts. Firstly, this part proposes the background of the selected topic, the implications for research and the domestic and foreign related research literature review. In the he second part, the first step is to define the high-tech industry; secondly, the part introduces the technological innovation theory; finally, it raises the related concepts of efficiency. The third part describes DEA and its related concepts firstly; then, the chapter presents associated chain-shaped Network DEA model and associated parallel-shaped Network DEA model. Firstly, the fourth part analyzes the chain process of the technological innovation in the China’s high-tech industry; then it uses the associated chain-shaped Network DEA model with two stages under the assumption of CRS and VRS to estimate the technological innovation efficiency and the pure technical efficiency of China’s high-tech industry, estimates the technology development efficiency and technology transformation efficiency corresponding to the two stages, and further calculates the scale efficiency and associated index. The fifth part, firstly, regards the five major industries in the high-tech industry as five parallel subsystems in the various regions; then this chapter selects the samples and indicators and uses the associated parallel-shaped Network DEA model to estimate the technological innovation efficiency, the pure technical efficiency and the pure technical efficiency of the major industries within the system of China’s high-tech industry in12provinces, further determines the scale efficiency, and provides a reference to resolve the inefficiency of the high-tech industry. The last part gives the conclusions, the policy recommendations, the innovation, and the inadequate.The results show that the technological innovation efficiency of China’s high-tech industry is rising, but still in a low level integrally. There is a certain amount of resources wasted in the development process, the ratio of input and output is unreasonable, and there is still much space for improvement in the efficiency of technological innovation. And, the separability of efficiency is better; there is a big difference between the regions and between the Industrie. Calculating the efficiency of technological innovation by transferring the innovation process finds that the technology transformation stage is the weak link, and the two stages have a good degree of association. While measuring the efficiency of technological innovation is measured, this paper takes into account the five subsystems of the high-tech industry in each region, which shows that there is a big difference between the industries.
