| With the rapid growth of Shaanxi economics in recent years, lots of constraint andcontradiction also increasingly appear, the unreasonable manner that relying on highinvestment and high consumption to improve economic growth needs to urgently changed, andtechnological innovation is the best strategic choice. As the country’s strategic and leadingindustry, High-tech industry is an important factor to measure the potential for a regionaldevelopment and core competitiveness, technological innovation is the determinant ofindustrial development, improving the technological innovation capability is the most effectiveway to change the growth mode, adjust the economic structure and improve regionalcompetitiveness. Scientific and rational evaluation of technological innovation capability ofhigh-tech industries, the analysis of technological innovation capability of high-tech industryin Shaanxi, are far-reaching meaningful to enhance technological innovation capability,improve competitiveness of high-tech industry and achieve sustainable development.In this paper, starting from the theoretical review, summarize related concepts on the basisof high-tech industry theory and industrial technology innovation ability evaluation theory;Second, the current situation of technological innovation capability of technology industry inShaanxi Province is analyzed in detail; then a high-tech industry evaluation system isestablished, mainly from four aspects that investment in technology innovation resources,technological innovation transformation capabilities, ability to support technologicalinnovation environment, technological innovation output capacity to evaluate;12regions ofeastern, central and western are horizontally compared, then2001-2012data in Shaanxiprovince are longitudinally evaluated, while five high-tech industry are empirical researchedin empirical part; finally coming to conclusions in line with empirical research and policies areput forward to help improve the technological innovation capability of high-tech industry inShaanxi Province.The empirical results show that: In recent years, high-tech industry in Shaanxi Provinceappears a good development trend, the strength of high-tech industry in western region hasexceeded the central region. But at the same time, the development of high-tech industry inShaanxi Province also exposed some problems: the scale of high-tech industry is large but thestructure is irrational in Shaanxi Province; brain drain is serious; the local conversion rate of scientific and technological achievements is low, can’t translate the technologicalachievements into productivity effectively, which seriously hampered the smooth developmentof the high-tech industry in Shaanxi Province. Therefore, the high-tech industry in ShaanxiProvince should be promoted to develop better according to the relevant measures. |
