Coalmine Gob Of Shanxi Province Study Of Land-lost Farmers Problem

Shanxi Province is one of the most famous coal provinces, which is rich in coal resource.It hasmade great contribution to the Chinese economy, but also left an unavoidable problem–goafcollapse that is a dangerous to local people’s life and property safety. Because of losing theirfarmland,a large number of coal mine goaf residents become land-lost peasants, whose livingstandard is gradually declining.Although they could move to other places, still facing with losingland and no living resources, and then gradually go into life dilemma. In recent years, the disputescaused by land-lost peasants of the coal mine is common in Shanxi Province, even is an obviouscontradiction in some areas. The problems needs to be dealt rightly, if not, which will make a seriesof hidden trouble to social conflicts. Therefore, we must pay much more attention and find thesuitable way to solve the problems.Through field research on the coal mine goaf in XiaHua Town of HeJin city in ShanxiProvince, this article finds land-lost peasants mainly facing some problems:the difficult relocation,the income declining because of losing land, unsuitable to the new circumstances, and graduallyfalling into life dilemma, etc.The main reasons for the above mentioned problems include raisingfunds of relocation, re-employment difficulty caused by the peasants’ knowledge and skill, and thedefective social security system and so on. Through analyzing these reasons, I think we shouldsolve the problem by three aspects: firstly, gradually perfect relevant policies, laws, regulationsabout land-lost peasants in the coal mine goaf, and establish a long-term mechanism; Secondly, usemore effective solutions simultaneously to solve the employment problem; thirdly, consummate thesocial security system, in order to free the land-lost peasants in coal mine goaf from worries.The issue about the land-lost peasants in coal mine goaf matters the people’s livelihood, and isalso one of the most important parts in the construction of the new socialist countryside. In the end,I wish that this paper can provide useful advice on solving the problems.
