Research On BT Project Contracted Capacity Of Construction Enterprises

There is a large number of capital injection was required with the rapid development of infrastructure projects, but the government funds are limited, which leads to the infrastructure project has very big financing gap. Therefore, China has introduced the project financing of infrastructure construction, the main mode are BOT, PPP, ABS etc. BOT is a kind of financing mode in infrastructure construction which is gradually on the rise in the recent ten years, it is a new financing mode of utilization of foreign capital and private capital to build infrastructure. However, for most of construction enterprises investment in infrastructure projects, they are more familiar with the process of construction, and the operation is not their strengths, thus BT model has become an important direction of the development of BOT. eliminating the process of enterprise management, and fully display the superiority of construction enterprises. However, China’s general contract with BT project still exist some problems, such as the low design and financing ability, lack of relevant project management personnel, management system is not perfect etc.. The BT project is a high investment, high return, high risk projects, therefore, building enterprise carries on the analysis and evaluation of its contracting ability is especially important in investment.This paper analyses the connotation and characteristics of BT model, and compare the D-C mode and the EPC general contract, based on a lot of reading, from two angles, work content and coordination of resources, puts forward the contracting capacity, ten first-level indexes and thirty-five two level indexes. Through the analysis of questionnaire and mathematical statistics, the three levels of the contracting capacity are presented, and find eight key:the experience accumulation and decision analysis ability, project process control ability, comprehensive coordination ability and so on. Then based on the analysis of data processing results, the paper gives the suggestion. The construction enterprise BT project contract ability cultivation path and transition model are given. This study presents composition factors of BT project for construction company and the key promotion factor variables. It can help construction enterprises recognize their own general contracting ability present situation, and constantly improve their own contracting ability to adapt to the BT model in our country under the new situation of engineering general contract requirements, then raise the successful rate of the infrastructure project. Not only help for the national government and the contribution in economic growth, but also on for the enterprise’s profit and survival. Therefore, this article from the perspective of construction enterprise, contract BT project should have the ability to contract, in the premise of conforming to the trend of theoretical study, improve and enhance its practical significance.
