Industry-university cooperative innovation is an important part of the national innovation system. However, there are still many deficiencies in the development of industry-university collaborative innovation in our country. The problem that the rate of transformation to productivity is low hasn’t been solved yet. With the growing complexity of the innovation environment and the high speed of innovation, it’s quite necessary to establish an industry-university collaborative innovation system which is enterprise-led and market-based. As an important part of the operation and development of industry-university collaborative innovation, the performance evaluation has played an important role to solve the problem above.Based on the review of related domestic and foreign research, the paper focuses on the method to evaluate the performance of the industry-university collaborative innovation. First of all, the paper analyses the industry-university collaborative innovation theory from target, organization model and influencing factors. And then we bring in the theory of market orientation to discuss the determinative factors, output factors and the relationship between market orientation and organizational performance. Based on the theoretical research, we establish a performance evaluation model of market-oriented industry-university collaborative innovation, including the theoretical model and index system. The paper makes use of the Entropy-weighting TOPSIS Method to evaluate the innovation performance. At last, we carry on the empirical study based on the sample of the industry-university collaborative innovations in Liaoning Province. According to the evaluation results, the paper carries out the horizontal and vertical analyses and put forward the suggestions to improve the performance.According to the empirical results, the influencing factors of industry-university collaborative innovation may be roughly same in different regions or industries, but the effects of various factors may be different. That is to say, the weight of each index in the system depends on the evaluation sample. From the perspective of the determinative factors of market orientation, we have paid more and more attention to the industry-university collaborative innovation. The input on the reputation, organization scale, advantageous resources and innovation capability has increased. The incentive mechanism has been an important part of the operation mechanism of industry-university collaborative innovation. On the aspect of the output factors of market orientation, the performance in our country is not so satisfactory, especially the economic performance. The result reveals that, to some extent, the position of enterprises in the industry-university collaborative innovation needs to strengthen, and the research of universities and research institutions needs to be linked to the market. Besides, the collaborative innovation performances in different regions and industries show a large gap influenced by the economic development level, industrial structure, industrial scale, technological content and capital intensity.
