In November19,2007, the joint of the Ministry of Land and Resources, the Ministry of Finance, People’s Bank of China issued the<land bank management approach>, which marking the land reserve institutions had became an indispensable part of the land manages realm. But in our country, the functions of land bank agency is different, and the focus get great different in actual work. In the semi-urban area, most of the work is focus on the premises collects and the land collects, but Jinzhou New District is different. In Jinzhou New District, most of work is focus on the procure of industrial land,which base on thereinafter reasons:First of all, to the current situation of Dalian City, there are many difficulties in the premises collects because psychological price of the houses onwer is always higher than the compensation standards. If the premises collects is not deal properly, the contradictions will be intensification. Secondly, to the purpose of the actual situation of the Jinzhou New District,built-up areas have a lot of old industrial enterprises, some are facing bankruptcy, some urgent upgrading. These old industrial enterprises are often willing to return the land to the government, in order to raise funds. Using these Construction Land is a kind of stimulus of protect cultivated land of our country. Finally, in our government,there is a major branch to manage the premises collects and the land collects. So it is a better way to land banking unit to progress procure of industrial land. For these reasons, the investigation and analysis of the effect of the implementation of land acquisition is of great significance.In this paper, we research and discuss the process of land acquisition, methods, principles, especially for the pricing mechanism in the process of land acquisition. Property units closely linked to the land reserve institutions, the government of the land purchase price formation mechanism of to interpret land acquisition. To analysis the work of the Jinzhou New District acquisition identify the existing problems in the process of land acquisition, Then interpretation from the perspective of the land development rights, recommendations and propose solutions to problems.
