After the Uruguay Round of negotiations, national tariffs gradually reduced, thetraditional non-tariff barriers, for example the quantitative restrictions, arbitrarylicenses and variable tax rates are gradually dismantling. Additionally, as a whole, thesociety is moving into the era of environmental protection, consumers are pursuingthe products which are less pollution and harmless to human health. Green tradebarriers as a new means of trade protection are being adopted by many countries,because of its formal legitimacy, external rationality, and concealment on theimplementation.China is vast and has diverse climate, abundant labor resources, and agriculturalproducts in our country is labor-intensive products, so China not only has a verystrong production capacity in agriculture, but also has a significant cost advantage inagricultural products. But in contrast, in Japan the scale of agricultural operations issmall, and agricultural population is aging and by business, the agriculturalself-sufficiency rate is low, they need to import large numbers of agricultural productsevery year. China is geographically close to Japan, and Japan has been the largestmarket of China’s agricultural exports. But in recent years, China’s agriculturalproducts exported to Japan are frequently impacted by the green trade barriers inJapan, result in the proportion of exports to Japan declined, agricultural products wereoften returned and restricted, which have brought a bad influence to China’sagricultural products export enterprises.This article discussed the basic theory of trade protectionism and green tradebarriers. Combined with the national conditions of Japan and the characteristics of theagricultural imports, this article analyzed of the set why the green trade barriers werecarried out in Japan and their features, i.e. technical standards and regulations,complex customs inspection procedures, harsh labeling and packaging container demand, especially the "positive list system" which start in2006is the mostdemanding standards for pesticide residues. Simultaneous this article talked about theinfluence which green trade barriers brought on China’s agricultural exports: the costsincreased, the profits declined, the cased notified increased, the proportion ofagricultural exports to Japan declined. Then this article analyzed the existingproblems: first, production and sales are separate, water, soil, air pollution is serious,illicit drugs are used excessively, so quality problems occur frequently. Second, thesystem is not perfect, lack of regulatory measures, supporting regulations, manpowerreserves, so the level of the technical standards and testing standards is low. Third, thelevel of agricultural products processing technology is low, so lack of brand products.In the last of the article, the writer put forward some measures about the existingproblems: to improve the quality of agricultural products, the enterprise can createstandardized breeding base, establish product traceability system, and strengthencommunication with the government. To improve our technical standards andregulations, the enterprises can establish a high standard testing center, thegovernment should focus on research and enhance service, and pay attention topersonnel training to create brand products.
