In the complex social context of food industry developing rapidly, food safety foundation becoming relatively weak and food supervision system needing to be improved, frequent food safety incidents are eye-catching and more and more attention has recently been paid to food safety affairs. To guarantee food security, there is a need to improve the external constraint mechanism. In addition to strengthening the hand of regulators, major media should make the food safety to be hot topic, timely report the results of food detections in a planned and focused way, praise virtue and punish vice.However, for the improper intervention of some media, there are also some unnecessary social panic and negative effects.To understand and present media responsibility of print media, this study will select two kinds of newspapers,the most typical Party newspaper People’s Daily and Beijing residents’ local newspaper Beijing Times, to be research object. By means of taking a time period from Feb.28,2009to Jun,30,2012as a limit, the researcher will adopt the frame analysis method to summarize two kinds of newspapers’ unique features in food security reports and analyse the reasons of their differences, hoping to have some reference for future reporting. Previously, there were so many studies about some specific food safety incidents reports of print media, such as Melamine-tainted Milk Powder.On one hand, many of them laid particular stress on government public relations in the crisis management and made light of analysing specific reports. On the other hand, the studies usually use qualitative description in research method, lacking of objective statistics. This study will apply the quantifiable content analysis method to research how the Party newspaper and local newspaper respectively report food security and by comparison whether different media produce different contents even if they report the same thing at the same time.
