Study On Optimal Use Of Urban And Rural Construction Land In Ordos City

With the rapid development of China’s economy and society, the processof industrialization and urbanization has become faster. The contradictionbetween human and field has become more and more tense. Especially theconflict among the growth of the land for construction and the protection ofarable land and the environment will be more striking. Urban and ruralconstruction sites is a major component of the construction land. Optimal useof urban and rural construction land has important significance to ease thecontradiction between economic development and land resource constraints.Optimal use of urban and rural construction land includes structuraloptimization and layout optimization. And structural optimization and layoutoptimization is one of the core content of the overall plan for land utilization.Taking Ordos City as an example, this paper uses the methods ofcombining qualitative and quantitative analysis to analyze the presentsituation and existing problems of urban and rural construction landutilization. By the mathematics, statistics, planning theories and mathematicalmodels, GIS utility,this paper uses multi-objective linear programming modelto set constraints and objective function for structure optimization of urbanand rural construction land in Ordos City and to solve the optimal structure ofurban and rural construction land in2020.On the basis of structuraloptimization, this paper optimize the layout of the city’s urban and ruralconstruction land in order to seek Ordos’s optimal structure and layout of theurban and rural construction land, which is in line with economic and socialdevelopment and propose countermeasures and suggestions of optimal use ofland to achieve the effectiveness of economy, society and environment.This paper starts from analyzing the structure and layout of Ordos’surban and rural construction land in2011, and then propose the unreasonable factors of structure and layout of urban and rural construction land use.Secondly,combining the linear programming model and multi-objectivedecision making theory and actuality of Ordos City,this paper use themulti-objective programming model to optimize the structure of Ordos’surban and rural construction land in2020. Namely, through the establishmentof the constraints and objective function, the rational structure of urban andrural construction land in Ordos City in2020can be gained.Thirdly, on the basis of structural optimization of urban and ruralconstruction land, combining the economic and social development needs andthe actual situation of resources in Ordos City, this paper optimizes the layoutof urban land, industrial land and rural residential areas to find the optimumcentral city layout, the best urban system layout, the optimal industrial parklayout and mining land layout and the best rural residential layout. Byoptimizing the spatial layout of urban and rural construction land, this papermakes a clear direction of optimization of urban and rural construction landuse and provides the basis for realizing the economical and intensiveutilization of land.Finally, on the basis of the optimizing the structure and layout of theurban and rural construction use, this paper proposes several countermeasuresand suggestions about the optimization of the urban and rural constructionland use from the views of the efficiency of using the land, strengtheningplanning and management to allocating the various types of land rationally,promoting urban and rural construction sites internal replacement to optimizethe spatial layout and etc.
