Based on the international background of the knowledge economy and the rapid development of the information revolution, the developed countries continued to adjust and improve the country’s intellectual property system based on the actual situation of the country. In the eighties of the last century, China began to establish intellectual property system, It has become a basic system for the guidance of the intellectual property of all work. After joining the WTO, China’s intellectual property system ushered in an unprecedented challenge, how to achieve effective integration of China’s intellectual property right system and the WTO’s TRIPS, how to use the intellectual property right system to enhance our country in the international community competitiveness has become an important task for the construction of China’s intellectual property system.This paper is based on the Implementing intellectual property strategy of Shandong Province and achieving Shandong Province from the Intellectual Property rights province to the intellectual property strong province. This paper analyzes the results obtained in the intellectual property system of Shandong Province in the process of implementation on rules and regulations, intellectual property creation, protection, management and using.
