The main service developed from early voice service to SMS&MMS which as the core value-added service in2G era, and then convert to data services in3G era, China’s telecommunications industry business model is changing all the time; Secondly, the introduction of the concept of supply chain and value chain to give readers a deeper and more comprehensive understanding of the telecommunications industry, and the paper aim to analyze the strategic change in different periods by comparing the supply chain structure. Finally, based on the status of China’s telecom market, try to evaluate the supplier selection with the help of the analytic hierarchy process and the balanced scorecard tool, and determine the purchase program by bilateral negotiation mod and fuzzy membership function.
