Aerospace technology has played a great role in enhancing overall national strength and building up national defense. With gradually opening mechanism and increasing research tasks, a strategy transformation and accelerating period is needed in China ’s aerospace enterprises and institutions.In such a background, “A” aerospace institute also faces problems as following. Firstly, research tasks turn a single model into multi-model simultaneously. Secondly, new projects continue to increase, and research period shortens. What’s more, with market ideas gradually penetrating, the internal and external competition is intense. These problems can be attributed to lack of core competence and human resource advantages. One of effective solutions to solve these problems which can be accepted all over the world is to construct Competency Model.With guidance of Competency Model both in theory and practice, this paper has referred to examples of enterprises application at home and abroad. Starting from representative research and development personnel of “A” aerospace institute, this paper has researched subjects based on the strategic development targets and talents construction targets of “A” aerospace institute, built hierarchical- level Competency Model which can be satisfied to research and development personnel from “A” aerospace institute in order to reflect R&D characteristics and help research and development personnel’s competency match enterprises’ demands.Firstly, this paper has summarized the development and research status, construction of Competency Model theory both at home and aboard. Secondly, this paper has analyzed relative base conditions of R&D tasks, strategic development targets and human resource status of “A” aerospace institute. Thirdly, through references, interviews, questionnaires, export discussion, data processing and etc, this paper has elaborated the process of constructing research and development personnel Competency Model of “A” aerospace institute, moreover, Competency position models of director/deputy director researcher, senior/deputy senior researcher, researcher has been obtained. Finally, this paper has attempted to apply the obtained Competency position models into promoting recruitment and selection process, and designing training courses in order to improve recruitment satisfaction and design appropriate training course.
