In modem society, talented person is the main force of enterprise development, it occupies the most important part in all the resources of an enterprise, how to attract talents, retain talents and avoid brain drain has become an important part of enterprise human resources management. It has significant importance for improving the survival ability and competitiveness of enterprises about how to play an important role in the competition of enterprise.This paper first comparative and analysis the information of PanGang in education, job title, number of data field and the flow of talent professional and technical personnel in recent years,, found that the proportion of introduction and the loss of professional and technical personnel is extremely unbalanced, the brain drain has brought the extremely bad influence to the production of PanGang, especially in the increasingly fierce market competition environment, the demand of talents are incompatible with PanGang’s strategic development goals, and the disparity with the foreign metallurgy technology development has grown,the brain drain has bring th replacement cost and business enterprise to result in more and more obvious. Secondly, through the form of questionnaire on the current situation of the enterprise staffs satisfaction investigation, trying to find the reason of PanGang brain drain from the survey results. The survey found the construction of remuneration system and distribution largely affects the personnel of an enterprise losses, at the same time, working pressure, working environment, mechanism, training staff appraisal and development mechanism of the flow of talent will cause certain effect.PanGang human resources management system has been unable to meet the need of talent now, there will be more and more people choose to leave PanGang if there is no change, continuous loss of talents will cause incalculable loss of PanGang production.As an old state-owned large iron and steel enterprises, PanGang wants to obtain the survival space in the fierce competition in the modern market economy, how to improve human resource management, in order to attract talents, retain talents, to prevent the brain drain, also is the focus of this issue.
