Study Of The Reconstruction Situation And Problem Of"Village In City"

In recent years, rapid economic development, productivity improvement and social progress lead to fast-paced urbanization. During the acceleration period of urbanization, the urban population increased rapidly, and some agricultural land are expropriated. Some villages located in the urban and rural junctions are circled by tall buildings, and become the "village in city". The residents in these special areas are farmers without agricultural land. Their rural household registration keeps them away from education opportunity, public services, and social security system in cities. At the same time, these "villages in city" are big obstacles for government in carrying on urban planning and social management.With the accelerated urbanization, problem of "village in city" become increasingly serious. It is an urgent necessity to conduct the relocation and reconstruction of "village in city". Due to the specificity of these villages, many complex problems arise during the relocation and reconstruction. All parts of the country are tried their best to come up with a reasonable program in hopes of solving problems by "village in city". This paper adopts the method of the combination of empirical analysis and normative analysis, and uses the method of questionnaire and depth interview to get first-hand data. The empirical analysis includes the analysis of the situation, reason, and the result of Xin’an,Luoyang. The normative analysis includes the suggestions and countermeasures to the reconstruction of Village in City of Xin’an. In addition, documentation method and sampling survey method are used in this study.With the theory study of "village in city" concept and its origin, this paper indicates the necessity and urgency of "village in city" relocation and reconstruction, and unfolds the general and regular problem during it. With the reference of the relocation and settlement practice in China, this paper introduces the situation in Xin’an and in the means of "improve the social image, keep the government return-free, encourage the enterprise contribute, and benefit the public". At last, this paper disclosure the existing problems in relocation and reconstruction, and give advice in solving them.
