Research On Disposal Of Rural Collective Assets In The Process Of ‘Village Relocation' In Zhifu District

Since 2001,Zhifu District has been serving as a pilot zone in Yantai City and has carried out comprehensive reforms with the quantitative rights determination of collective assets as foundation,and property privatization,economy corporatization and management communitizationas main contents,which is called ?village committees to urban residential committees?.This article focuses on the discussion of promoting the disposal of rural collective assets in the process of integrating urban and rural areas.Three villages in different periods in Zhifu District have been selected,and their experiences and existing problems in the process of ?village relocation? have been analyzed and summarized.The methods and measures adopted by Zhifu District in this reform process are ?implementation with different categories,gradual advancement? ?classification,differential management? ?governmental promotion,multipartite cooperation?.Currently,there are still many problems in zhifu district rural collective asset disposal,such as,in terms of management system and mechanismrural collective assets,allocation standard,quantitative standard is different;villagers identity defined difficulties and treatment is difficult to grasp;proportion of the shares is too high;the newly formed company doesn't united well between workers and positions;the rural collective asset management system is chaotic;the supervision mechanism is lacking;the wishes and interests of farmers cannot be fully considered,and the risk of loss of potential collective assets still exists.Zhifu District should continue to advance the ?relocation of villages?.In the next step,more attention should be concentrated on timely adjustment of relevant policies with time and circumstances changing,and it is necessary to explore the establishment of a modern enterprise system and strengthen the supervision system.Through researches and exploration,we hope to provide reference for approaching reformation in Zhifu District and other regions inour country.
