In recent years, in the face of rising raw material costs, resources and environmental constraints, china’s industrial enterprises should assess the situation, actively adapt to the changing needs of mode of economic development, take a new road to industrialization, promote the comprehensive transformation and upgrade the enterprises. The new road to industrialization emphasis on relying on technological innovation and the quality of workers, the most critical technological innovation. Only technological innovation, we can improve energy efficiency, improve the environment, ease the employment pressure and promote the development of economy. Considering this, the thesis focuses on the research of the Technological Innovation Capability Maturity Evaluation, which provides a reference for the development of enterprises, and also a measure of enterprises’ technological innovation status.First, the thesis dwells on the explanation of the basic meanings of enterprises’ technological innovation, technological innovation capacity, and technological innovation capacity of enterprises’ maturity, analyzes the classification of technological innovation maturity and the relationship between each grade and further defines the key process areas and practices of each grade of technological innovation maturity. Second, the thesis analyzes the status of the application of the Technical Innovation Capability Maturity evaluation, the problems of the models of Capability Maturity. By the above analysis, the thesis determines the evaluation parameter system of the capacity maturity of technological innovation, including the following five first-level indicators:the input capacity of technological innovation, the management capacity of technological innovation, the output capacity of technological innovation, the marketing capacity of technological innovation and its social effects. Third, the thesis analyzes and screens many evaluation methods and determines the factor analysis and supports the vector machine model’s systematic evaluative analysis of technological innovation capacity maturity by combining the present research status of technological innovation evaluation. Fourth, based on the collected raw data and the questionnaire survey of many large and medium-sized industrial enterprises in Henan Province, to24of which field visits and telephone interviews are conducted, the thesis draws the following conclusion by analyzing and evaluating the FA-SVM model:The FA-SVM model has a higher accuracy rate in the evaluation of the level of technological innovation capacity maturity which proves that the model can effectively solve the problems with the evaluation of industrial enterprises’technological innovation capacity maturity. Therefore, it is quite scientific to evaluate enterprises’ technological innovation capacity by applying the FA-SVM model.The FA-SVM model, which has been established in this thesis, can be applied in the practice. The industrial enterprises can be quantitatively evaluate the technological innovation capability maturity level, clearly making out the strengths and weaknesses in the ability of technological innovation activities by FA-SVM model established in this thesis. It has certain significance for the sustainable development of China’s industrial enterprises.
