Currently, China is in an important period of adjusting the industrial structure and transforming economic development way. Faced with the opportunities and challenges brought by worldwide technological revolution, innovation must be the core driving force to promote economic and social development. Seventeenth Party Congress report also made clear that improving independent innovative capacity and building an innovative country are the core of the national development strategy and the key to enhance comprehensive national strength as well. The country’s competitiveness depends on the competitiveness of industry. In the three major industries, the industry is still the main body of world economy which products the vast majority of human materials, energy and other materials. The industry has accumulated a large stock of assets, formed a huge economics of scale and contributed the largest share of GNP. Industrial technological innovation capacity is not only the backbone of economic development, but also our fundamental choice to take the road of new industrialization. In recent years, China’s industrial industry investment in technological innovation keeps increasing. However, increase in investment alone is not sufficient to achieve the goal of improving the capacity of independent innovation and building an innovative country. Moreover, from the view of the technological innovation efficiency, we need to make scientific and objective evaluation of the efficiency of technological innovation of China’s industrial sectors and find out an effective way to improve innovation efficiency.Based on industrial linkage theory, efficiency evaluation theory, technology group theory and technological innovation theory, this article started from defining industrial innovation and clarifying the special of industrial industry innovation evaluation, then built a model of China’s industry technological innovation efficiency after analyzing industry linkage characteristics of China’s industrial sectors, furthermore, from technological relation and industrial spread perspective, we analyzed China’s37industrial industry technological innovation efficiency between2001-2010and made further research to explore the influential factors of industry technological innovation efficiency, finally, policy recommendations were put forward. Following is the conclusion:1.Industrial industry technological innovation input and output in China maintain rapid growth, there are significant differences in the input-output scale of industrial technological innovation activities among different technology-based industries, the gap of technological innovation input scale among industries keeps widening, while the development speed of industrialization stage is much slower than research and development stage.2. The overall efficiency of industrial technological innovation in China is not satisfactory. From the perspective of decomposition on efficiency, pure technical efficiency can be seen as a constraint.3. According to technology-related grouping, heavy manufacturing and mining supply group has the lowest technological innovation efficiency, which has the largest gap with the meta-frontier. Furthermore, after the decomposition of technological innovation efficiency, we found that the reason why this group has the lowest technological innovation efficiency was due to the difference in pure technical efficiency with the other two groups.4. From the perspective of industrial linkage, industries with high sensitivity coefficient have low technological innovation efficiency is a main factor that leads to unsatisfactory overall efficiency of industrial technological innovation in China.5. Technological innovation efficiency of China’s industrial industry presence of a certain degree of inter-industry convergence characteristics, the convergence speed of the three groups grouped according to technology linkage are different, which the light manufacturing group has the fastest convergence speed while the heavy manufacturing and mining supply group has the slowest convergence speed.6. China industrial technological innovation efficiency influenced by firm size, the degree of market-oriented, accept foreign capital investment, technological innovation autonomy, etc. Technical financial activity and government support policy have different direction influence on pure technical efficiency and scale efficiency. Moreover, each influential factor has different influence on technological innovation efficiency of different groups. Therefore, there is a need to make policy more targeted and looking for an effective way to improve the technological innovation efficiency.
