Study On The Policy Of Collaborative Innovation Promotion In Henan Province

Collaborative innovation is of great significance for the improvement of enterprise innovation ability and quality of higher education, as well as for the economic prosperity, scientific and technological progress and training of top talents.The policy of collaborative innovation involves a combination of all the government’s direct and indirect guides and rules aimed at promoting the implementation of innovation activities and specifying the activities of the innovation carriers.Since2006, in order to promote the collaborative innovation the state has issued a collection of policies which play a positive role in building an innovative country by breaking the barriers and increasing cooperation between the innovation carriers, integrating the innovation resources and factors and improving innovation driving capacity and efficiency. Henan government also issues a series of policies on the collaborative innovation of enterprises, universities and research institutions to perfect the innovation system and build Central China Economic District. However, some flaws and faults begin to appear in practice and prevent the collaborative innovation from being carried on, such as lack of overall plans in policies, insufficient innovation and investment, inefficient political support and necessary changes in policy environment. The author intends to put forward some practical solution to the above problems.
