Study Of Measures For The Integration Of Dazhou Into The Chengdu-Chongqing Economic Zone

From the geographical perspective, Dazhou in the edge of the Chengdu-Chongqing Economic Zone. From the point of economic level, Dazhou belongs underdeveloped areas, and compared with Chengdu and Chongqing there is larger gap not only in the aspect of the total economy but also in the aspect of the industrial structure. It is necessary for Dazhou to build its own accelerated development platform through integrating into the Chengdu-Chongqing Economic Zone, so as to further expand the space for economic development, and reduce and avoid continue to be marginalized. This paper attempts to analyze Dazhou’s economic situation as well as its economic gap with other cities in the Chengdu-Chongqing Economic Zone, and the advantages and limitation of integrating into the Chengdu-Chongqing Economic Zone, On the basis of the study mentioned above, the paper tries to put forward some basic principles and suggestions for the integration of Dazhou into the Chengdu-Chongqing Economic Zone, in order to provide a reference for government leaders and departments to formulate economic policy.Dazhou’s economy has maintained rapid growth since it been upgrade to city in1999, but it still exists a large gap compared with the average national economy. During the past years, there has taken place a qualitative change in Dazhou’s there main industrial structure, that is,shifting from being dominated by the agriculture area to being dominated by the industry area. The comparative analysis on the comprehensive economic strength of Dazhou with other cities in the Chengdu-Chongqing Economic Zone shows that, its comprehensive economic strength is quite low for it ranks tenth in the16cities of the Chengdu-Chongqing Economic Zone, especially, its economy is much lower than the two core cities, Chongqing and Chengdu. Another comparative analysis on the three industrial structure of Dazhou with other cities in the Chengdu-Chongqing Economic Zone shows that, the agriculture area takes up the highest proportion, while the industry area and the service area takes up less proportion, which forms complementary with most of the city’s industrial structure, especially, complementary with the two core cities, Chongqing and Chengdu. The integration of Dazhou into the Chengdu-Chongqing Economic Zone is of significance:it will help Dazhou to avoid the risk of being marginalized in the process of economic development, it will help Dazhou to make up for the lack of endogenous power on economic development, and it will help to promote the division of work and the win-win cooperation in regional cities.The advantages of the integration of Dazhou into the Chengdu-Chongqing Economic Zone are reflected in both external aspect and internal aspect. The favorable external conditions include:the construction of the Chengdu-Chongqing Economic Zone have been incorporated into the national strategic level, the external radiation in the process of economic development of Chengdu and Chongqing, the policy support from Sichuan and Chongqing governments. The internal advantages include:favorable geographic location; convenient traffic conditions; rich in natural resources; unique tourism resources; complementary industrial structure; complementary Geo-economic relationship. In the analysis on the geo-economic relationship of Dazhou with the other cities in Chengdu-Chongqing economic zone, we select three integrated indicators to reflect the flow of resources and products of a city, and apply the Euclidean distance of multivariate statistical analysis to measure the similarity and differences between cities, and we chose the formula with more objectivity and accuracy to calculate the weights of adjusting the distance instead of the traditional method of assignment. The result shows that in the Chengdu-Chongqing Economic Zone, there are8cities has a complementary Geo-economic relationship with Dazhou, in which, Chongqing and Chengdu has a strong complementary relationship with Dazhou, and there are7cities has a competitive Geo-economic relationship with Dazhou.The constraints of the integration of Dazhou into the Chengdu-Chongqing Economic Zone are reflected in both external aspect and internal aspect. The external constraints include:the administrative divisions barriers between cities, fierce competition with other cities. Internal constraints include:pillar industries are weak, and the strength of microeconomic subject is less competitive, supporting industries are less developed, and soft investment environment needs to be improved, investment in the area of education, science and technology is inadequate, and human resources are wanted, External Economic Link is weak, and strong link city is lacking. In the analysis on the External Economic Link between Dazhou and the other cities in Chengdu-Chongqing economic zone, we add regional division of labor index and Information Index to the traditional gravity model. By applying the improved model for quantitatively measuring the amount of economic link between Dazhou and other cities. The result shows that Dazhou’s external economic link state in Chengdu-Chongqing Economic Zone is extremely unsatisfactory, the number of city which has a strong link with Dazhou is seriously lacking. Among15cities, only Chongqing and Chengdu, there is only Guang’an has a weaker link with Dazhou, and the remaining12cities are all has a weak link with Dazhou, which takes up80%,and the intermediate type is very lacking, besides there is completely no general link type and stronger link type.On the basis of the study above, this paper proposed some basic principles for the integration of Dazhou into the Chengdu-Chongqing Economic Zone:a combination of exploiting superiority and compensating defects, a combination of building hardware facilities and completing software services, a combination of "bringing in" and "output", a combination of the dislocation development and healthy competition. And we put forward a series of suggestions:the government should make full use of natural resources, quickly build the basis of integrating into the Chengdu-Chongqing Economic Zone, combinate its own industrial basis, legitimately undertake industrial transfer,more strongly build the transportation infrastructure,build secondary trade and logistics center, accelerately reform and innovate financial system, improve financial services constantly, increase investment on personnel training, and vigorously implementing talent introduction activities, establish leadership, consultation and evaluation mechanism to provide effective protection for integrating into the Chengdu-Chongqing Economic Zone.
