Petrochemical industry is developing very fast in China, nowadays in terms ofproduction capacity, not only the size of enterprise like Zhenhai PetrochemicalCompany but also the size of single production unit such as Secco ethylene plant isone of the biggest in the world. But duirng the development, safety is always theweakest point. In recent years, some very bad accidents were heard from time to time,for instance, oil pipes exploded in Dalian Free Trade Zone on16July,2010, explosionon Dalian Petrochemical Company’s atmospheric and vacuum distillation unit ofrefinery on16July,2011.Those accidents indicate that the risks of production andconstruction sometimes are not acceptable, we must draw lessons from theseaccidents and do something.Shanghai Petrochemical Company Co.Ltd (SPC for short) has been experienced40years’ development, and has established a series of safety management rules,including detailed work processes and safety requirements, setting a safety net,establishing the safety responsibility system. However, there are still somedeifciencies in SPC’s existing safety management system, such as lack ofpredictability, and ability of controlling accidents in advance is inadequate. AlthoughSPC managers know these problems, but don’t know where are the speciifc weakpoints of production lines and management, and how to effectively deal with. Basedon the full investigation and study of ifeld operations of the petrochemical productionprocess, this article takes advantage of irsk identification and prevention theory totable a proposal to improve the safety management system of SPC, to strengthensafety management upon field operation, to perfect the current safety managementsystem, and finally increase the safety management level of SPC as a whole.
