Study On The Policy Of Pollution Controlling In Jinjiang River Basin

As the government pay increased attention on environmentalgovernance,strengthening the management of water pollution and improving the management quality of the river basin water pollution have become a pivotal part of environmental protection.However,in the process of existing water pollution management,due to the poor coordination of government departments caused by the widespread separation of departments and the low citizen participation,the performance of water pollution management is far from satisfaction.This report is based on those background mentioned before,treats the river basin of Jinjiang as research object,focus on the study of river basin water pollution management in Jinjiang.This report would demonstrate the river basin water pollution status and the existing strategies taken in Jinjiang.Moreover,this report would analyses the problems which have been met during these processes and point out the reasons.Meanwhile,base on the research of the successful management experiences about Rhine in Europe,this report would present several strategies for river basin water pollution management in Jinjiang.In terms of set up the scientific concept of river basin water pollution management,local government should change their mind about competing in the economic development,the local enterprise should set up the strong sense of social responsibility,citizens should build up the strong public participation to the environment protection.In terms of river basin water pollution management system,local government should improve the coordination between related government departments,establish the democratic consultation management system.In terms of river basin water pollution management strategies,local government should establish the ecological compensation mechanism,levy the tax on water pollution,promote the pollution rights trading,increase financial support for water pollution management,broaden the financing channels.In terms of the support systems for river basin water pollution management,local government should come up with new supervision mechanism and contingency plan based on the green GDP concept.In addition,local government should enacted new relevant laws and regulations to develop the quality and performance of river basin water pollution management in Jinjiang.In conclusion,this report would introduce the river basin water pollution status and the existing issues in Jinjiang,and come up with the scientific strategies which is based on the foreign advanced management experiences.
