Currently,the number of accidents and the death in coal have been dropped year by year,and the security situation becomes better and better. But there is a phenomenon that can not be ignored,it is that our country’s lowest million tons death rate0.374is10times more than United States’s, our country’s security situation is far away the level of international.Moreover, our country’s million tons death rate is also higher than the South Africa,Russia, Poland and India. It clearly shown that our country’s security situation is still severely. Raising the level of coal safety management, improving the state of safety situation, and controlling the coal mine’s accidents is very urgent.According to the inaccurate statistics, more than80%of the coal accidents in China is caused by human factors, miners’ unsafe behavior is the main cause of the accidents in the coal. As a result, Controlling the miners’ unsafe behavior is an important way to reduce the accidents in coal.In this paper, the second chapter analyzes and summarizes the factors of people’s unsafe behavior and The third chapter analyzes the cause of miners’unsafe behavior. It is the basis of behavior measurement in the following article.This behavior measurement takes grassroots in Wangzhuang coal for example, using the data collection method, observation method and interview method to obtain the direct materials about grassroots. It is very important for the building of mine’s safety incentive mechanism system. According to the survey results and the related incentive theories, this paper discusses the establishment of mine’s safety incentive mechanism.There are five methods to build the mine’s safety incentive mechanism system, they are improved the quality of the managers、strengthen safety education and training、completed safety reward and punishment system and safety performance evaluation system、realized person-post matching and valued cultivating enterprise safety culture.Building the safety incentive mechanism of coal, and adopting safety incentive methods manage staff not only stimulate workers’enthusiasm and initiative, but also reduce effectively the potential risk of human factors. Finally, coal mine will obtain the security benefits.
