The projects of the energy and chemical industry parks have made a greatcontribution for improving the local economic growth. However, they have caused somequestions such as the environmental pollution, the wastes of energy and the otherresources during their development stage. It is urgent that how to obtain the overallbalance between the economic, energy and environment of the projects of the energyand chemical industry parks. In this regard, this paper researches on the harmonizationof energy-economy-environment (3E) in the projects of the energy and chemicalindustry park.By analyzing the current development of the projects of the energy and chemicalindustry park, the following problems are found: production chain is short, and the levelof economy is low; the mode of development and utilization of energy is extensive, andresult in energy efficiency is low; environmental protection is neglected, and thesurrounding environment of the park is polluted; the resources of the land is developedefficiently and wasted, etc. On the basis of the research of the harmonious degree, thedegree of3E in the projects of the energy and chemical industry park are designed, theevaluation model of the system harmonious degree is established, and an empiricalstudy found that non-coordination factors include: the mode of the industrydevelopment is extensive, the product features is single, the coordination andinteraction is lack; the energy structure is unreasonable,energy efficiency is low,andenergy saving and emission reduction is pressed; environmental investment is notenough. The results of the evaluation consistent with the actual, and provide someevaluation references for similar projects.On the basis of the surveys and literature analysis, the22general factors whichaffect the projects of the energy and chemical industry park’s harmonious development of3E are analyzed. On the basis of the questionnaire survey, there are3key influencingfactors identified by use of the principal component analysis (PCA). They are thepolicies of the energy saving and the economic development, and the levels of thetechnologies of the energy saving; the policies of the resources utilization and theenvironmental protection; the inputs and the technological innovation of the energysaving and the environmental protection. On the basis of the studies, refer to theexperience of foreign,some countermeasures and suggestions are put forward topromote the harmonious development of3E in the projects of the energy and chemicalindustry park. They are optimizing the economic structure of the park, speeding up theinnovation of high-end extension of the industrial chain, promoting the development ofenergy industries to the deep-seated; adjusting the energy structure, improving energyefficiency, and developing the deep processing of coal; establishing the systems oftechnology innovation and the innovation mechanisms of the energy saving and theenvironmental protection; perfecting the laws, the incentive policies and theirimplementation mechanisms of the energy saving and the environmental protection ofthe parks, etc.The results of this study provide the decision-making reference for government, theadministration of the parks and enterprises to formulate policies and programs.
