Along with the increasingly growing economic development, people’s demand for clean energy emerges the increasing trend by degrees year after year. Shandong Pipeline Company is mainly responsible for natural gas pipeline construction and operation as well as natural gas sales in Shandong Province; natural gas pipeline maintenance and related technical consultation and service, and is obliged to supply natural gas for Shandong Province. Comprehensive inspection (both internal and external) of long distance natural gas pipeline has been listed in Rules for Regular Inspection of Long Distance (oil gas) Pipeline (TSG D7003-2010) issued by the Special Equipment Safety Supervision Bureau of State General Administration of Quality Supervision, Inspection and Quarantine. Through regular internal inspection on pipeline, it can not only improve the management level of the Company, but also detect existing problems in pipeline as early as possible, so as to reduce maintenance cost.Through internal inspection on Jinan-Qingdao Line in-service pipeline, we can obtain reliable and accurate basic data on pipeline internal corrosion, so as to provide basic information for integrity management and basis evaluation of pipeline, improve comprehensive protection ability of pipeline itself, guarantee safe and long-lasting operation of natural gas pipeline. Natural gas pipeline accidents are more likely to cause casualties and economic losses. In case of natural gas leakage, fire and explosion, it will cause casualties, and bring physical threats to surrounding residents. In addition, the influence of natural gas shutdown is far beyond people’s understanding, especially for some downstream industrial users, refinery enterprises or ceramic enterprises, as it will result in equipment shutdown, unqualified products, and cause huge loss to the enterprises. Meanwhile, natural gas leakage will also cause environmental pollution accident, as natural gas without desulfurization treatment is of high toxicity. And the most import is, suspended supply of natural gas can also have an influence on people’s livelihood, as their demand for daily life and heating cannot be realized, thus having an irreparable social negative effect on the Company itself, and causing immeasurable economic losses.During implementation of Jinan-Qingdao Line internal inspection project, we are facing many risk factors in terms of technical, personnel, external environment, contract, etc. Existence and occurrence of all these risk factors will inevitably affect the entire project. On the basis of the current research results of project risk management, this article carries out a research on Jinan-Qingdao Line internal inspection project risk management, builds Jinan-Qingdao Line internal inspection project risk management system, conducts risk factor identification of the existing project risk and makes a list of risk factors by means of work breakdown structure (WBS) and professional brainstorming. Furthermore, it also gives project risk occurrence possibility with subjective probability method, calculates the importance of each risk with AHP evaluation method and finally obtains the comprehensive weight of each risk, makes an overall risk analysis on project risk, and establishes specific risk response measures.
