The construction process of Wastewater treatment plant construction project is alarge complex systems of complex, multivariable, randomness and integration. Due tothe limit understanding of the complex construction system, the practical application oftraditional mechanism model is limited. While the simulation model is especiallysuitable for solving stochastic and randomness information processing, with abilitiessuch as strong adaptability, high accuracy and logic functions. From the system theory,the the duration of the construction was forecasted by Monte Carlo simulation andcritical path simulation. The building of Progress of the simulation model caneffectively predict construction period, realize real-time control to ensure that theconstruction system is stable and efficient operation.According to the situation of ignoring overall effect, only pursuit minimized costor fastest progress in the construction when control. In this paper, with the view ofsystem theory and operations research, from the perspective of overall control, theconcept of construction schedule and costs associated control was proposed, and theimpact factors of schedule and cost deviation was analysised by using operationsresearch.The main completed were as follows:(a) The feasibility of using Monte Carlo simulation and Critical Path simulation toestablish prediction model was demonstrated through theoretical study on its buildingmechanism, and provided important theoretical basis to establish subsequent model.(b) From the perspective of overall control, the concept of construction scheduleand costs associated control was proposed, The earned value management system anddesign principles and construction methods of Analytic Hierarchy Process(AHP) weregiven, the AHP index system was builted by impact factors by schedule and costdeviation. The schedule-cost associated control model was established by earned valuemanagement system and AHP.(c) Took Daren River Sewage plant construction schedule as the research object,the specific construction conditions were introduced briefly, construction schedulesimulation model was established on the basis of the sample data by MATLAB7.7. Inprocess of the model building, through carrying out a series of circular trail calculations, the structure and parameters were determined. Model structure was Monte Carlosimulation combined with critical path simulation, the step1and step2of Monte Carlosimulation were selected by1.0and1.0, snode and enode represent the nodes of startand end, povertime was used to join Monte Carlo parameters. Four test samples wererandomly selected for verification after model establishment, the relative error range isless than6.88%of the simulation. The prediction error was small, it showed the trainingwas successful, and its performance could meet the requirements of practicalapplication, validated simulation model can be applied in progress: bidding, scheduleforecasts, actual construction.(d) Took Daren River Sewage Plant schedule and cost control as the researchobject, indicator system of impact factors was builted by the idea of AHP at some pointof construction process. The schedule-cost associated control model was builted byearned value method and AHP. Through YAAHP analysis software, the value of eachaffecting factors were obtained. According to different affecting factors, thecorrection function was achieved by taking different measures.
