Along with the social development and improvement of the quality of our livingstandard, special equipments play a more and more important roles in technologydevelopment and People’s daily life. Special equipments accidents can causecasualties and property losses and more likely to cause public panic due to its highrisk. With the development of society and economy, the number of special equipmentsin China is increasing. What’s more, special equipments are day by day changing intolarge-scale, high parameters, high risk equipments. Thereupon, the number ofequipments per inspector need to inspect is growing, as well as their work pressure.Therefore, managing the major latent hazards of special equipments is significant tostable economic development and to prevent major accidents.This dissertation analyzed definition, affirmation and inspection of major latenthazards for special equipments. Based on the analysis on the definitions of majorlatent hazards of government and other industries, a scientific definition of specialequipment major latent hazard was confirmed.This dissertation reached a conclusion of what are major latent hazards forspecial equipments which embarked form the principle of reality, based on the theoryof risk, and adopted the method of accident statistical analysis, accident causationtheory, and analyzed the laws or regulations of special equipments.Considering the characteristics of special equipments that the risk various withthe types and users, a ranking affirmation method for major latent hazards wasdeveloped. This method combined the importance of hazards, the inherent risk andsensitive degree of the affected population together to rank the major latent hazards.Even though China has issued a series of special equipment safety inspectionmechanism, the current situation is still slightly stretched. In order to improve thesafety inspection, suggestions on special equipment safety inspection were proposedthrough analyzing and referencing the safety inspection methods in foreign countries.
