Study On The Development Of Ecological Economy In Yanbian Area, Jilin Province

The traditional model of economic development has given human ecologicalcrisis since the industrial revolution, the idea on the harmonization andsustainable development of ecology, society and economy has penetrated into ourcountry’s macro decision and all kinds of strategic planning on the economic andsocial development. Yanbian area of Jilin Province was endowed the historical taskof undertaking the frontier and window in Chinese participation in Tumen Riverregional international cooperation and development and realizing the ecologicalbarrier function because of the location dominancy and ecological advantage. Thestudy on the development of ecological economy in Yanbian Area, Jilin Provincehas realistic significance. It was the research process that summarized the relatedtheories of ecological economy and regional economy, analyzed the location orfunctional orientation of Yanbian area in all kinds of policy and planning; focusedon the qualitative analysis of the effect about the process and development patternfor regional integration on the development of ecological economy in Yanbian area,and studied on the ecological economic space layout of the counties and citiesin Yanbian used for quantitative analysis with the methods of factor analysis andcluster analysis; puted forward industrial layout and policy recommendations ofthe ecological economic development in Yanbian area. The conclusions of the studyare as follows:1.The study method of ecological economic development based on regionalspatial layout is conducive to comprehensively analyzing the external backgroundand internal development conditions, seeking external motivation, stimulating theinherent potential, and promoting the harmonization and sustainable developmentof ecology, society and economy by means of combining the internal driving forceswith the external ones. 2.The regional integrations including Tumen River regional internationalcooperation and development, the construction of developmental open pilot zonein Changjitu region, the cooperation of the eastern part in the Northeast and theconceptions of the ecological economic integrations had important effect onproduction factors inflow, the construction of channel and forming of logistics,eco-industrial development, the urbanization with the city growth pole as thecenter, the ecological protection and environmental construction, and all aspectsinter-regional cooperation in eco-economic development of Yanbian area.3.There are obvious ecological, national and regional advantages in Yanbianarea. The main problems manifested itself in that Yanbian belongs to ecologicalsensitive area that the ecological system is extremely easy to damage; the economicgross volume is low, the contradiction between revenue and expenditure is serious;there is a lack of leading enterprises and core ecological brand system; theindustrial chain is weak, the industrial structures are same or similar; thedevelopments of strategic emerging industries and modern service industry are slow;there are talent shortage and poor innovation ability of knowledge and technology;the administrative barriers are seriously, the degree of marketization is low;the projects construction are harder because of the aggravating of land,environment, financial and other factors; there are uneven developments betweenurban and rural areas, among the counties; the system and mechanism reforms arefacing deepening and hardship; the tasks of ensuring and improving people’slivelihood, in addition, innovating the social management are very onerous.4.To co-ordinate domestic and international situations, we should establishfriendly relations with all neighbours in Northeast Asia, actively pushnegotiating of China-Japan-Korea free trade area, consolidate and improve resultsand level of China-Russian and China-DPRK border cooperations, actively seekinternational cooperation of environmental protection; cultivate and introducelarge enterprise groups, set up and implement job rotation system of Party andgovernment presidents within the integrational region, carry out the indepthecological civilization system reform. To design development path relying on the local advantages and conditions, we should highlight the "ecology, folklore,location and labor" and other features and advantages to design the industrialdevelopment; blaze a new channel of railway and highway in the North Eastern partof Northeast, so that constructing Yanbian’s traffic network withChangchun-Huichun line, to accelerate Yanbian logistics industry development;establish the concept of regional eco-economic integration and propagate Yanbianecological culture and folk customs beginning with the children; do the researchand practice of eco-economic regionalization well.5.To build Yanlongtu food processing-trade logistics "center city"; Dunhuamedical agricultural "node city"; Hunchun border cooperation-internationallogistics "open window"; Wangqing, Helong, Antu tourism development-ecologicalagriculture "resource base". Break the development bottleneck of each county orcity by means of the classified harmonious development of the ecological economiczones, to ultimately achieve the goal of harmony and sustainable development ofecology, economy and society for the region as a whole.
