As the combination of energy-saving generation dispatch and electricity market, generation rights transaction can ease the large benefit adjustment among power enterprises, ensure the smooth implementation of energy-saving power generation dispatch, In the future, it can also be used as a supplement of long term contract, play the regulation role of market mechanism in power dispatch, so it has very active significance. In addition, as every province’s resources and cost are different, carrying out regional generation rights transaction can expand the range of resource allocation, and promote the construction of regional electricity market, increase economic benefit and energy efficiency of the region, but the research on regional power generation rights transaction is not very much.The paper focuses on the reaesrch of regional generation rights transaction mode. Firstly, it summarizes and arranges the economic dispatch theory to lay the theory foundation for the research of regional generation rights transaction; secondly, the paper studies the transaction mechanism and provincial interests of regional power generation rights transaction. For transaction mechanism, it analyses the applicability of high and low matching model and uniform clearing price model in detail; For the provincial interests, it compares the provinces’welfare balance problem of region, province two level market structure and region uniform market structure, then uses one example to demonstrate the analyses’s rationality; Thirdly, in view of the inferiorities of the current matching methods, the paper studies the congestion dispatch models of regional generation rights transaction, it proposes two stage congestion dispatch method, and uses the IEEE30nodes example to verify the validity of it; At last, the paper explores the application of two stage method continuely, and uses one example to validate it.
