Measure of the efficiency of railway transport has long been a problem and a varietyof evaluation methods have been adopted and many inspiring results are achieved. Butthere are still some problems. At present, China’s high-speed railway is in a period offast development and the high-speed railway system is gradually taking shape. Thenthe question how the high-speed railway lines should be evaluated so that theirbenefits are accurately reflected emerges. Post-project evaluation method for anaccurate understanding of the benefits of the project is a very useful tool, theevaluation of high-speed railway construction project are discussed.Among the entire construction project management process, project evaluation beganto occupy an increasingly important position. Theory study and practice of traditionalconstruction projects in China for more emphasis on the pre-project feasibility studiesand projections, after evaluation of the project is relatively overlooked. Theoreticalsystem evaluation from the theoretical research, the lack of the necessary items,appropriate methods of evaluation after the project is also a lack of practice.Especially after evaluation study for high-speed rail project, the very lack oftheoretical and practical research.This paper first reviews the basic theories and methods of project evaluation summaryand analysis of some of the existing domestic and international research and asummary of some of the methods used in previous. Then introduced the concept ofhigh-speed rail, and in the course of China’s development, is intended to better revealthe characteristics of such projects, to facilitate appropriate evaluation based on theactual situation of the project. This article is divided then the evaluation of severalaspects of the project of high-speed railway construction project after specific content,including the cost of the project, financial, environmental impact, sustainabledevelopment and other aspects. The article selects14high-speed railways in Chinathat has been put into operation and evaluates their passenger transport efficiencythrough DEA method, intending to properly evaluate the passenger transportefficiencies of different high-speed railway lines. The objective of the research is toprovide guidance for better operations of the projects in the future and theconstruction of new projects. The Social benefits are given high attention in the selection of indicators of evaluation. Factors that are taken into consideration whenchoosing the indicators include the financial indicators, financing risks, environmentalrisks and so on. The evaluation results show that the half of the railway lines is DEAefficient. A few lines such as the Beijing-Tianjin inter-city and the Shanghai-Nanjinginter-city perform satisfactorily, and a few lines like the Guangzhou-Zhuhai intercityhave an efficiency which is relatively low. The differences in their technicalefficiencies and scale efficiencies reflect the different management standards andinput effectiveness. From the evaluation results it can be concluded that the standardfor high-speed railway construction and the scale of investment should be highly inaccordance with the actual situation and demand of the region. On the other hand, thepotential demand that may emerge in the future should also be taken intoconsideration.
