Research On ZiYun Park Construction Project Post Evaluation

Public programs are an important part of the economic system and the social life of the system, provide the basic conditions for the functioning of society as a whole. The effect of public projects not only affect the country’s macroeconomic, promote the development of the construction area, to improve the social environment, but also can affect the micro-economic, meet the needs of the population. Therefore, how to scientifically and objectively assess become one of the important research of new public management discipline for public projects.By studying the Ziyun Park construction project post revaluation, summed up the problem of the current public projects post evaluation and analyze the reasons. On this basis, using the analytic hierarchy process and fuzzy comprehensive evaluation method after the evaluation work of the project, it is concluded that the method is applied to the evaluation of the public project is feasible.This paper first introduces the research background and research purpose, points out that to carry out the public project post revaluation is helpful to review the country industrial policy, to recommend a service-oriented government construction, and is advantageous to the consolidation project investment decision-making scientifically. Then comprehensively discusses the public product theory, theory of public expenditure, and the project post evaluation and related basic theory. Introduces the development course and the public projects revaluation. On this basis, summarizes the common methods for public projects post revaluation.What’s more, Introduces the Zi Yun Park construction project basic situation, describe the situation on the project post evaluation work, found problem of the project post revaluation and its reasons. Then based on the objective comparison, Implementation process, management level and efficiency after the evaluation, the evaluation of the effect and sustainability of improvement analysis. After using the analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method to the project has carried on the comprehensive post evaluation.Finally, the Suggestions to improve the results of the public project post revaluation, in order to improve the results of the evaluation of the public project in China, the promotion of the evaluation of the project results provide reference value.
