Present Situation Analysis And Countermeasure Research High-rise Building Construction Safety Management

In recent years, with China’s large-scale infrastructure, construction industry hasexperienced rapid development, especially high-rise buildings continue to emerge,which raises a severe test of the safety management in construction projects. Chinahas published many relevant laws, regulations, ordinances, standards andspecifications; the society is also paying more and more attention on securitymanagement. But due to the construction enterprises’ lack of security awareness,scientific and standardized approach to safety management, workers’ lack of safetyknowledge and many other internal causes, enhanced by external defects in laws andregulations, China’s high-rise construction projects are still accident-prone, with ahigh number of casualties. The level of China’s high-rise building construction projectsafety management has to be raised.Firstly, this paper compared China with developed countries in the constructionsafety management institutions setting and safety expenses and discovered that inhigh-rise construction project safety management in China, problems like not payingenough attention, unreasonable input, management not systematic science etc. exists.Then by using excellent experience of foreign high-rise building construction safetymanagement in reference, combined with industry research from three levels: securitymanagement mode, safety management system and security management methods,this paper attempted to find out ways to improve China’s high-rise buildingconstruction safety management. By introducing "community participation", WBS&PHA and other new methods, specific measures to improve the high-rise constructionproject safety management level are proposed from five aspects: personnel safetytraining, safety technology management, construction enterprise environment, safetymanagement system and safety management institutions. Finally, we practiced theideas and methods into a real case of high-rise building construction by proposingsafety management improvement plan a making analysis of possible effects.The results of this paper have a certain value in understanding current situationof the domestic high-rise construction project safety management, finding theproblems of high-rise construction project safety management and also seeking aperfect way to promote the healthy development of China’s construction industry. That is also our hope to make a little contribution to this area both theoretically andpractically.
