Microgrid as a beneficial complement and effective support of the grid is one of thedevelopment trend of future power system. The microgrid planning is the basis of themicrogrid construction, the level of the planning not only directly affect the microgridown security, reliability and economy, with the increasing permeability of the microgrid,but also will have a profound impact on the operation of the grid. So, the study of theevaluation of microgrid’s planning is particularly important, which is the current difficultand hot point of the microgrid planning research. This paper have established a microgridplanning evaluation index system and microgrid planning risk evaluation index system,the main contents as follows:Firstly, according to the characteristics of the microgrid planning, this paper set up amicrogrid planning evaluation index system which consists of the two parts of themicrogrid strategic revenue indicators and microgrid infrastructure indicators. Thestrategic revenue indicators include power grid enterprises, independent investors andusers of three parts microgrid stakeholders revenue indicators. The infrastructureindicators using a combination of qualitative and quantitative indicators, used to analyzethe performance of the microgrid two unit micro power and energy storage systemconfiguration in terms of economic, security, environmental protection.Secondly, based on the Analytic Hierarchy Process, this paper has proposed thefuzzy evaluation model of the microgrid planning, made a comprehensive evaluation tothe microgrid project planning program from an detailed exposition as an example. Theevaluation results proved the effectiveness and feasibility of the evaluation index systemand method.Finally, considering the microgrid will face uncertainties factor, in the application ofthe risk identification method in the risk management theory, this paper has establishedthe microgrid planning risk evaluation index system. The index system is composed offour parts which are the technical risk, the policy risk, the market risk, and theenvironmental risk, has detailed descriped the significance of each part of the indicators.This paper has introduced the matrix analysis method of the risk assessment, which isused to make a risk assessment to an actual microgrid engineering, and made a scientificanalysis of the results to verify the science and rationality of the methods. In this paper, the proposed index system and method enriches the theory ofmicrogrid planning evaluation, making an important role in the exploration for carryingout the study of microgrid planning evaluation.
