For highway BT projects, the main work of the project management is that the various risksgenerated in the process of finishing the project will not have an impact on the completion of theproject. And in the BT mode of highway construction, not only to avoid all kinds of traditionalrisks, but also that brought by this new mode of financing on the BT model. However, HighwayBT project assessment model is not perfect, so the research of risk assessment’s method isimperative.In this paper, the basis of theory and empirical research, combined with the results ofprevious studies as well as practical experience of experts, based on a combination of qualitativeand quantitative, we carried out the study on the highway BT project from the total life-cycle:1. Relying on the current development status of China’s highway, we analyzed thecurrently existing problems in the study of highway BT project risk, raised the importance ofsystematic risk assessment system; in home and abroad for the research and current status of theBT project risk assessment methods, we raised the system ideas, methods, and tools required ofthe study of highway BT project risk assessment.2. Relying in the BT project financing mode, we have established that the lifetime riskassessment system, prepared the table to make the recognition of the risk factors more accurate.Establishing the suitable risk assessment system for the total-life of the BT model, we combinedthe parts and the whole effectively to strengthen the comprehensive risk assessment of highwayBT project.3. Relying on the risk assessment model of the whole life, we introduce the Rough Settheory to the risk assessment. Combined the Rough set theory and the uncertainty of rough settheory, we compared the degree of risk factor, and gave the right treatment. Finally by the fuzzycomprehensive evaluation theory, we assessed the risk factor; and draw level of risk of the various factors, the various stages and the overall level of risk in the project.4. We studied the responses and coping mechanisms after posing a risk, and introduced thefour risk response measures, optimized and decompose the risk response mechanism.5. In the Tangshan Binhai Avenue project, we applied the mode. We carried out a detailempirical research and analysis from the data, issuing questionnaires to the project riskidentification, risk factor given rights, risk factor assessment, to the overall risk assessment.Finally, we confirmed that the total-life risk assessment model for highway BT project isreference and revelatory.6. Finally, we made the summary elaborate for the paper, and do a research of theinadequacies, as well as some limitations. And in the future of research and the direction ofdevelopment, some of my own insights and recommendations were taken. I hope these can beadopted by latecomers.
