The Research On The Safety Evaluation Of Community-level Refuge Space In Winter-city

With China’s rapid economic development in recent years, the threat thatincreasingly urban disasters which brought about by the loss of life and property cannot be overlooked. Chinese government attached great importance to thedevelopment of disaster prevention and mitigation and the construction of rescue ofearthquake disaster.The construction of shelter in many cities greatly improved disaster recoverycapability of the city. Overall, there is a certain blindness about shelter constructionin our country that most of them are open venues, and there are not targetedbuilding ideas and relative scientific evaluation method compared with developedcountries and Hong Kong, Taiwan and other regions. From the introduction of theshelter in recent years to put into use, the gaps in our theoretical and practicalresearch in related fields are still huge.Based on the theories and characteristics that affect the safety of city residentsrefuge, the paper focuses on geographical characterization of cold places and shelterbuilding requirements. A series of problems such as the theory of Fuzzy Evaluationfor evacuation safety, the choice of the evaluation indexes, the application of theevaluation model and results are analyzed and disccussed in this paper. Fullyconsidering the four factors of refuge safety, we try to evaluate Zhaolin Park as ancommunity-level shelter in winter city, and try to bring about targeted optimizationdesign strategy, and try to summarize general rules about community-level shelterconstruction in winter city.Lacking of theoretical researching and engineering practicing experiences of theconstruction of shelter in specific climate in China, this subject is still need to beimproved for the aim of speeding up the development of disaster prevention andrescue, which has strategic meaning in ensuring the safety of the people’s lives andpromoting the steady development of the harmonious society.
