Nowadays the quantity of motor vehicle increases rapidly, as the frequency of people’s travelling is ever-growing. This situation brings convenience to people travel at the same time, also caused the traffic congestion. One of the hot topics in the public is how to improve the running efficiency of the vehicle and to effectively monitor vehicles. It is in this context that the concept of intelligent transportation system arises at the historic moment. Now it blends of satellite positioning technology, wireless communication technology and geographic information technology and other technology which are well-developed. The emergence of intelligent transportation system can effectively alleviate traffic pressure and improve the utilization efficiency of road. Vehicle monitoring system as a basic part of intelligent transportation system, its research has important practical significance and broad prospects for development.This paper takes the design and implementation of vehicle monitoring system as the main research content. In this paper, the principle of GPS positioning technology and GPRS communication technology is illustrated. Then the superiorities of Google Maps’characteristics are analyzed to compare with the traditional GIS map. And the overall framework of the system and the specific implementation plans are designed. GPS related knowledge is in-depth studied in the thesis. The research on the theory of GPRS communications and data transfer process is focused. A kind of application layer protocol that its security is relatively improved is designed. The database of the monitoring center is constructed. And experiment is done in the paper to imitate the whole transmitting process of GPS data from its encapsulation at the mobile terminal, to the transmitting to the monitoring center through the network client, and eventually to the data parsing and depositing into the database.This system uses the application programming interface of map data provided by the Google Company for a secondary development, which successfully applies Google Maps to the monitoring center of the client. In the System development process, by employing the Google Maps API, combined with other technologies such as AJAX, various function modules are developed by calling related function of the interface in JavaScript language. With the help of the Visual C#.NET of the Visual Studio2008, the system on the client side is developed. And the basic functions such as the vehicle positioning, real-time monitoring, and historical trajectory playback are realized on the Google map. The system is unnecessary for B/S-based architecture web client to install, which makes it more conducive to the users.The vehicle monitoring system designed and developed in this paper can well satisfy the demand of customers for vehicle monitoring. The application of Google Maps’ map service in vehicle monitoring provides users with more friendly interface. And Since Google map is free to use, the individual developing cost of users is saved and it can produce considerable economic benefits to the enterprise. All in all, vehicle monitoring system can enhance road traffic and has practical significance.
